Silba started originally as a liberal movement in support of the new democracies in Estonia, Latvia and Lithuania, with which Denmark had previous relations before World War II and the subsequent Cold War. Silba later evolved into encompassing also the entire Baltic area and later all the eastern European countries, and moved from being a liberal movement to the current cross political NGO it is now.
